PROCEDURE & GUIDELINES


You must inform the KBP office and confirm if your Estate Agent is registered with the KBP office. If not, you must arrange for the registration of your preferred Estate Agent.

. The property owner his/her Estate Agent must inform the office that the resident is moving out and provide the details of the new resident to the KBP office.

You must contact the Kleinbron Park Manager to inquire about the permissible alterations and procedures for obtaining approval to construct them.

. Home businesses are allowed, provided they do not pose a risk to security or cause a nuisance to the Park’s residents. You must download and complete the APPLICATION FOR A HOME BUSINESS form from the
DOCUMENTS
tab and submit the completed application form to the Kleinbron Park Manager.

Should you have/intend to have a home business, prospective buyers/renters are advised to contact the Kleinbron Park Manager before purchasing/renting a house in the Park to enquire whether the KBP HOA will permit your home business.

To arrange access, you download and complete the HOME OWNER section of the REGISTRATION AS A HOME OWNER RESIDENT form under the

DOCUMENTS
tab and forward the completed and signed form to the Administrative Assistant at the Kleinbron Park office. The Administrative Assistant will reply with the cost and banking details for purchasing the UHF access tag(s) from the office and advise on the procedure for registering as a pedestrian.

You download and complete the TENANT section of the REGISTRATION AS A TENANT RESIDENT form under the

DOCUMENTS
tab and forward the completed and signed form to the Administrative Assistant at the Kleinbron Park office. The Administrative Assistant will reply with the cost and banking details for purchasing the UHF access tag(s) from the office and advise on the procedure for registering as a pedestrian.
Please note that the form must also be signed by the owner of the property or the Estate Agent letting the property.

The owner or Estate Agent of the rental property must register the new tenant with the Kleinbron Park office by downloading and completing the REGISTRATION AS A TENANT RESIDENT form under the DOCUMENTS tab. The completed form must be submitted to the Administrative Assistant at the Kleinbron Park office.

• The Administrative Assistant will register the new tenant on the Kleinbron Park system and forward a welcome letter and all relevant KBP information to the new tenant.
• The new tenant will be added to the Kleinbron Park emailing list and will receive all Kleinbron Park correspondence from the office via email.
• If the tenant does not have an email address, all email correspondence will be delivered (once a month) to their street address in the Park.

Visitors entering Kleinbron Park will enter on the visitor’s side of the entrance. The security officer on duty will scan the visitor’s driver’s and vehicle licenses. The visitor must provide the correct address and surname of the resident they wish to visit. Failure to do so will result in the visitor being denied entry.

Contractors are allowed to work in the Park Mondays to Fridays from 08:00 to 17:00 and Saturdays from 08:00 to 14:00. No contractors are permitted to work in the Park outside of these hours or at any time on Sundays and Public Holidays, except in the case of emergencies such as the replacement of a burst geyser, water pipe, etc.

. If you are a registered member/resident, you will receive the newsletter via email.

. The Kleinbron Park HOA has an email-driven advertising platform for members and residents who wish to market their businesses/services/products to fellow members and residents. The Kleinbron Park Pages are circulated quarterly to members and residents. Before every issue, members and residents will receive an email with a deadline for submitting their advertisements to the office. This service is free of charge for Kleinbron Park members and residents. In addition, members and residents may advertise their services in the KBP Newsletter, which is also circulated quarterly. Advertisements in the Newsletter are subject to a fee payable to the HOA. The office may be contacted for further information.

The monthly levy payable by members comprises several expense items included in the HOA budget. The main expense items are security (access control), maintenance and upkeep of the public open spaces and HOA-controlled infrastructure, administration services (financial and legislative), and individual garden services (if/as applicable). As all the houses in KBP, except the sectional title flats, are own-title, costs related to individual homes, such as building and contents insurance, water, electricity, rates, taxes, and maintenance/upkeep of houses, gardens, etc, are for the individual resident’s account.

Levies are payable monthly in advance via stop order or EFT. The payment method must be arranged with the Kleinbron Park managing agents.

YES. A monthly levy is payable by the owners of the Jewel Place flats to their Body Corporate. The JP levy payable by owners includes several expense items related to the management, maintenance, and upkeep of the flat complex. A portion of the flat levy is paid over to the KBP HOA by the JP BC. Building insurance (such as geyser replacements) is included in the levy payable to the JP BC. Flat contents insurance and rates payable to the City of Cape Town are for the flat owner’s account.

. Rates & taxes are payable directly to the City of Cape Town. Please contact the City of Cape Town on 086 010 3089 for further arrangements.

The City of Cape Town will remove refuse from residents’ households on Thursdays (refuse other than recyclable materials) and Fridays (recyclable materials).

Refuse bins may only be placed on the sidewalks on Wednesday evenings and must be returned to residents’ yards by Friday mornings. Recycling bins may only be placed on the sidewalks by Thursday evenings and must be returned to the resident’s yard by Saturday mornings. Outside the above times, bins must be kept out of sight (from the street).

. Trailers, trucks, boats, caravans, and taxi minibuses are not permitted to be parked on sidewalks, open spaces, in the driveway, or in front of the property on a permanent basis.

All residents will receive the monthly garden services schedule via email. If the resident does not have an email address, all email correspondence will be delivered (once a month) to their street address in Kleinbron Park. The garden services schedule will also be posted on the Klien Bron Park Facebook page.

The monthly garden services levy includes mowing lawns and cutting lawn edges twice a month. Maintenance of flower and tree beds is the responsibility of the resident. For further information, please refer to the garden services levy under the PROPERTY TRANSACTIONS/REAL ESTATE ACTIVITIES tab.

Three garden service options exist for private lawn mowing services. These are:

Option 1:
Receiving no lawn mowing service from the garden services provider.
Option 2:
Having the lawn in the front yard OR the backyard of the property mowed.
Option 3:
Having the lawn in both the front yard AND the backyard of the property mowed.

Members will have the opportunity annually during December/January to select/change their options according to individual needs. The option selected by each owner will be applicable for 12 months (1 March – 28 February), regardless of changes in circumstances during that time. Where properties are not maintained to the required standard, the Trustee Committee has the right to take steps to bring the property to the requisite standard and recover the cost from the owner.

. Residents must ensure that the lawn areas where the garden services provider must mow are free of any items that may hinder them from performing their services on the scheduled lawn mowing days. These items include, but are not limited to, garden furniture, hoses, accessories, play equipment, etc. These areas must also be clear of dog excrement. The garden services provider is not liable for property damage or refusal to perform their services should residents fail to clear the applicable areas.

. For security reasons, the number of garden service providers permitted to work in the Park is limited. Please contact the Park manager at the Kleinbron Park office for a list of the contractors.

. Trees on pavements and public open spaces are the property of the City of Cape Town and, therefore, you need permission from the City of Cape Town to trim/remove these trees. The garden services provider employed by KBP is mandated to trim these trees according to a schedule agreed upon with the City of Cape Town.

. The KBP garden services provider does all tree and shrub trimming required along the electric fencing. Residents are required to provide the KBP garden services provider access to their properties to trim the trees/shrubs. While the trimming will be done according to a prearranged schedule, residents are encouraged to advise the KBP office should they notice any trees/shrubbery that may interfere with the operation of the electric fences.

. However, the use of public open spaces for social gatherings is subject to the following conditions:

• Residents must contact the Kleinbron Park office for permission to use a public open space.
• As per the City of Cape Town’s bylaws, alcohol consumption in public open spaces is against the law.
• Public open spaces, as well as all other areas, including roads and parks, in Kleinbron Park, are used at own risk, and the Kleinbron Park Home Owners Association, Trustees, personnel, and managing agents are not liable for injury or loss.

. Alcohol consumption in public open spaces is against the law.

. As per the City of Cape Town’s bylaws, fishing at the dam is prohibited. Kindly contact the City of Cape Town, Superintendent: Recreation and Parks, on Tel 021 444 9739 should you have any queries.

. Swimming is not allowed in the dam, nor is camping permitted in any of the open spaces in the Park. Refer to the City of Cape Town signs erected within the Park detailing prohibited activities in the public open spaces.

. Dogs must always be leashed when taken for walks, and dog owners must also remove their dogs’ mess from public open spaces, sidewalks, and other residents’ properties.

. The process of undertaking building alterations is as follows:

• You must appoint an architect or draughtsperson registered with the South African Council for the Architectural Profession (SACAP) to prepare plans detailing the proposed alterations. Alternatively, you may also appoint the Park architect to prepare the designs. Please see the

• Once the design of the proposed alterations has been prepared, you must submit the plan(s) in electronic (PDF) format via e-mail to the Park Manager.
• The Park Manager will submit the plan(s) to the Park architect for his recommendation.
• The Park architect will review the plan, and if it adheres to the guidelines in the Architectural Manual, he will recommend the proposed alterations for approval by the Trustees. This is done for a sliding scale fee, depending on the extent of the proposed alterations. The fee is payable to the Park architect, who will not recommend the plans until payment has been received.
• The recommended plans are then forwarded to the Trustees for approval.
• Once the Trustees have approved the plans, you must submit 2 printed copies to the KBP office. The approved plans get stamped and signed. One copy of the approved plans is returned to you with an approval letter for submission to the municipality.
• After the municipality has reviewed and approved the plans, you can start construction.
• If the proposed building alterations infringe on the building line, you must get written consent from your immediate neighbours and submit these to KBP and the municipality.

. All the properties, except Jewel Place, are own title houses. Should there be a fault on your property, you must contact the applicable service provider to assist you with the required remedial measures/maintenance.

. All complaints related to neighbours (and their pets) should be directed to the Municipal Law Enforcement office: Tel 021 444 9973 (office hours) / 021 596 1999 (24-hours).

All of the infrastructure within the Park (such as the roads, streetlights, water and sewerage pipes, drains, the pond, etc is the property of the City of Cape Town, and, therefore, all maintenance is to be done by the City of Cape Town. . You can forward a picture and description of your pet and the details surrounding its disappearance to the Administrative Assistant at the Kleinbron Park office. The Administrative Assistant will then send a bulk email to the Kleinbron Park residents and post the pet’s disappearance on the Kleinbron Park Facebook page. Residents are requested to kindly advise the Administrative Assistant should they find their pet after reporting it to the office as missing.
